Karen M. Wille

Vice President, Acquisition Planning Division

Karen M. Wille is Vice President of Acquisition Planning, continuing her prior management duties following the acquisition of Acquisition Planning Corporation by DDL OMNI Engineering in 2001.
Ms. Wille began her career providing contractor support services (CSS) for the U.S. Navy Submarine combat systems community.  She has progressively worked in all the CSS functions that comprise “cradle to grave” support (i.e., program management, strategic planning, business and finance, ILS, Fleet support and data management) for the operational forces afloat.

Ms. Wille helped to found and establish Acquisition Planning Corporation (APC) in 1985, serving as Program Manager, then Vice President of Operations. APC’s business principally supported Navy systems commands including NAVSEA, Fleet Technical Support Center, Atlantic (FTSCLANT), and Naval Surface Warfare Center. APC also supported the Small Business Administration, the Department of Energy, and the Department of Agriculture. She was named President and CEO of APC in 1994.

Ms. Wille has received letters of appreciation from the Type Commander staff at both COMSUBLANT and COMSUBPAC as well as NAVSEA for outstanding Towed Systems Fleet support resulting in a marked improvement in operational availability. She has served on various tiger teams and committees formed to respond to Fleet issues and concerns, including being chosen by COMNAVSEA in 1994 to participate in a Blue Ribbon Panel to investigate problems with Thinline Towed Arrays. In addition, she received a Certificate of Excellence for her participation in support of the success of Acquisition Reform within the Department of the Navy.

Ms. Wille holds both bachelor’s and master’s degrees in Spanish from the University of Virginia.
