Ms. Nancy L. Doolin
Corporate Contracting Officer
Ms. Doolin has more than 30 years’ experience in financial, contractual, and administrative management.
Ms. Doolin joined DDL OMNI in 1987 as Contracts Manager and currently serves as the Corporate Contracting Officer, with overall responsibility for negotiation and administration of all government contracts and subcontracts, as well as implementation of contract policy and compliance. She manages all aspects of contract administration including interfacing with government representatives, prime and subcontractors, as well as corporate Program Managers with regard to cost proposal requirements/submittal, contractual issues, and adherence to applicable FAR/DFAR regulations. Ms. Doolin also has oversight of all non-disclosure and teaming agreements, solicitations, and the issuance of task orders and modifications.
Ms. Doolin has played a key role in company acquisitions, including those of OMNI Analysis, Inc., CASDE Corporation, Walcoff & Associates, and Acquisition Planning Corporation as well as the novation of two contracts under Bellwether Research, Inc. With each acquisition, she has primary responsibility for ensuring successful integration of all contract history into DDL OMNI’s Deltek and internal contracts tracking systems.
Ms. Doolin collaborates with several corporate functions including Corporate Accounts Receivable, Corporate Payroll, and Human Resources for issues related to billing and invoices, contract workforce changes, and employee rates for bidding purposes. Additional activities under Ms. Doolin’s direction include revenue analysis and adjustment; risk funding review; coordination of all government contract reporting; and update of Deltek’s Purchase Order module with new information or revisions to subcontracts, purchase orders, and consultant agreements.
Prior to joining DDL OMNI, Ms. Doolin was the Contracts Manager for Dynamic Systems, Inc., for six years. Throughout her career, she has served in various capacities for a number of government contractors, primarily supporting DOD. Her responsibilities included accounting, personnel, contract administration, security, and office management.
Ms. Doolin holds a bachelor’s degree in business education from East Carolina University. At East Carolina, she was the recipient of the Thomas Clay Scholarship Award and was a member and past historian of Pi Omega Pi, a scholastic honor society.
