Mr. Kirk D. Beene
Vice President, Engineering Division
Mr. Beene has more than 19 years of experience
in submarine systems including extensive cross-platform design,
development, and engineering management.
Mr. Beene began his career at DDL OMNI in 1986
as a cooperative student from Virginia Polytechnic Institute
and State University (Virginia Tech). He was assigned
to work in the Engineering Division on tasks related to submarine
Acoustic Intelligence (ACINT). In this role, he was
responsible for the development of complex technical manuals
and grooming procedures for equipment used in the gathering
of submarine acoustic signature measurements. In May
1991, Mr. Beene was promoted to Systems Engineer focusing
on development of computer-based data acquisition. In
support of the Naval Surface Warfare Center, Carderock Division
(NSWCCD), he developed both the Computer Automated Test System
(CATS) and the Digital Online Grooming System (DOGS).
In 1997, Mr. Beene accepted the position of
Systems Engineer at NSWCCD with responsibility for the design
and development of ACINT recording systems. He was
promoted to Lead Engineer in 1998. In this capacity,
Mr. Beene was responsible for all technical aspects of the
ACINT program. Specifically, he was tasked with the
development of ACINT systems related to submarine acoustic
modernization efforts, including the Acoustic-Rapid COTS
Insertion (A-RCI), AN/BSY-2(V) Submarine Combat System, and
the USS VIRGINIA Class. Additionally, Mr. Beene performed
as a Technical Trial Director for ACINT Calibration Trials. In
this capacity, he directed the technical coordination of
acoustic trials at sea.
In 2000, Mr. Beene returned to DDL OMNI Engineering
and in 2001 became Director of Programs for the newly formed
Technology and Program Development Incubator, comprising
a team of eight senior engineers. In this capacity,
he provided cross-divisional management and coordination
of Submarine Combat Control Systems (CCS) Mk 2 ECP-4 Open
System Enhancement (OSE) software development for the Naval
Sea Systems Command involving DDL OMNI’s Engineering,
Engineering Services, and Information Technology Divisions.
In 2003, Mr. Beene was reassigned to the Engineering Division
as the Technical Director, where he provided technical and
financial management oversight to a team of approximately
50 engineers and technicians including local, remote and
onsite support staff. His responsibilities included
technical execution of U.S. Navy programs including ACINT,
Materials and Structures Engineering, Submarine Ship Control
Systems, and Submarine Combat Control Systems.
In 2006, Mr. Beene was named Vice President of the Engineering
Division and an officer of the company, responsible for the
execution of contracts for the engineering, technical, and
In-Service Engineering Agent (ISEA) support of the ACINT
and Tactical Data Recorder (TDR) programs for NSWCCD; engineering
and technical support for the NSWCCD Shaker Laboratory; materials
and structures engineering for NAVSEA, NSWCCD, and ONR; system
engineering for the submarine Tactical Control System (TCS);
independent verification and validation (IV&V) for SEAWOLF
and VIRGINIA Class submarine Ship Control Systems; and ISEA
support for the SEAWOLF and VIRGINIA Class Fly-By-Wire (FBW)
systems.
Mr. Beene holds a bachelor’s degree in
aerospace engineering and master’s degrees in ocean
engineering and business administration from Virginia Tech.
